The Omnibus Transportation Employee Testing Act of 1991 dictates specific rules covering drug and alcohol testing of safety-sensitive transportation employees in aviation, trucking, mass transit, railroads, pipelines, and other vital transportation related industries. DOT publishes rules on who must conduct drug and alcohol tests and how to conduct those tests, including frequency and types of tests and what procedures to use when testing. These vary by modal, FMCSA, FAA, FTA, USCG, FRA, PHMSA.
